Summary
The Capacity Development Strategy (CDS), as approved by the Executive Council at its sixty fourth session, manifests the holistic nature of capacity development. On the basis of the criteria laid down by the Sixteenth Congress and the sixty-third and sixty-fourth sessions of the Executive Council, a strategic framework was developed to ensure that a range of relevant considerations was factored in the CDS and, subsequently, the Capacity Development Strategy Implementation Plan (CDSIP). An analysis of how the World Meteorological Organization (WMO) can best help National Meteorological and Hydrological Services (NMHSs) develop and sustain their activities
