WMO Statement on the scientific basis for, and limitations of, river discharge and stage forecasting

This statement was prepared by participants of the 13 th session of the WMO Commission for Hydrology to provide a perspective on the current state of hydrological forecasting. The intent is to provide an overview and summarize factors affecting forecast accuracy and lead-time that reflect the priorities of the Commission in strengthening hydrological forecasting.
