The Roadmap is first and foremost a document that can be used by both WMO Members, partners and users to understand how NMHSs in partnership with other agencies contribute to increasing the resilience of communities, nations, regions, and the world under the above-mentioned frameworks, through a coordinated WMO-wide plan of action on DRR. It is hoped that this Roadmap will guide the Organization, in particular the NMHSs as well as key partners, in the development of its strategic and operating plans that fully take into account the contributions of the WMO community to all components and phases of DRM. The document is intended to provide a framework for how to strengthen NMHSs capacities to serve their national but also regional and global DRR stakeholders through leveraging the leadership of WMO and its network and activities at all levels. It will discuss the broad activity categories required to address DRR as one of the seven WMO priority areas within the Wf\10 Strategic Plan 2016-2019. Key features of this Roadmap are to leverage existing WMO mechanisms, activities and projects and to develop linkages to external initiatives in order to realise tangible benefits for WMO Members through collaboration and coordination at the national, regional and global levels. In this way, the document provides a means for the cross-cutting WMO DRR Programme to achieve its goals. This comprehensive, crosscutting set of activities will also contribute to the realisation of other WMO priorities such as the Global Framework for Climate Services (GFCS) and capacity development.

Weather-related disasters pose a major threat to society, the environment and the economy. As the vulnerability to weather related hazards increases due to climate change, growing population, urbanization and other factors it is imperative to coordinate weather research targeted towards improving forecasts and warnings at international level. The impacts resulting from the underpinning hydro-meteorological events such as heat waves, droughts, floods, landslides, wind storms, landfalling tropical cyclones or severe convective storms are regional or local in nature. Many of these disasters, however, exhibit global connections and interdependencies, not only from a meteorological perspective, but also from an economic perspective. Considerable progress has been made during the past decades in advancing our knowledge and understanding of high impact weather events, as well as in the development of weather prediction and early warning systems that also take into account societal and economic impacts. These advances resulted in lives being saved, damage avoided and economic impacts averted. The WMO World Weather Research Programme (WWRP) has contributed significantly to this achievement – through THe Observing system Research and Prediction EXperiment (THORPEX) and other activities. However, much more needs doing to focus and accelerate future research advances and to achieve the full potential of products and services.

In view of the increasing pressure on water resources, National Hydrological Services (NHSs) worldwide are faced with the challenge to deliver hydrological services of high quality, timeliness and proven credibility, to assist the decision making process of water and natural resources managers. Nowadays, it is commonly expected that these services must be based on information that includes an accurate assessment of its uncertainty. Stream discharge, the basic hydrological variable, is no exception, yet most measurements are still reported as a value without any information on its associated uncertainty. It is therefore very appropriate that the WMO Commission for Hydrology has undertaken the project for the Assessment of the Performance of Flow Measurement Instruments and Techniques, with the participation of experts from the International Association of Hydrological Sciences (IAHS), the International Association for Hydro-Environment Engineering and Research (IAHR), the Association of Hydro- Meteorological Equipment Industry (HMEI) and International Organization for Standardization (ISO).

WMO Statement on the state of the global climate in 2016
This latest report confirms that 2016 was the warmest year on record: a remarkable 1.1 °C above the pre-industrial period, which is 0.06 °C above the previous record set in 2015. This increase in global temperature is consistent with other changes in the climate system. Globally averaged sea-surface temperatures were also the warmest on record; global sea levels continued to rise; and Arctic sea-ice extent was well below average for most of the year.

This publication responds to the recommendations made in the review of the future roles and operation of RTCs, which was carried out by the Executive Council Panel of Experts on Education and Training from 2012 to 2014. International Cloud Atlas: Manual on the Observation of Clouds and Other Meteors
This Atlas describes the classification system for clouds and meteorological phenomena used by all WMO Members. The classifications also describe meteorological meteors other than clouds – hydrometeors, lithometeors, photometeors, and electrometeors.
The Atlas provides a common language to communicate cloud observations, and ensures consistency in reporting by observers around the world. It serves as a training tool for meteorologists, as well as for those working in aeronautical and maritime environments, and it has become popular with weather enthusiasts and cloud spotters.
