
Climate knowledge for action: a global framework for climate services and empowering the most vulnerable

Published by: WMO ; 2011Climate is a critical factor in the lives and livelihoods of all people and in development. This report proposes how a global system for the provision of climate services can be set up over the next few years that will protect the jobs and homes of vulnerable people.
To develop a global framework for climate services, it will be essential to build upon many of the capabilities and shared responsibilities which are already in place today. The paper provides the following conclusions:
- efforts to provide effective climate services globally will only be successful if capacity is systematically built to enable all countries to manage climate risk effectively
- to support climate services, high quality observations are required across the entire climate system and of relevant socioeconomic variables
- further effort is needed by governments and others to overcome the currently significant restrictions concerning sharing of, and access to climate and other relevant data
- to be useful, climate information must be tailored to meet the needs of users.
