This document provides a framework to the National Hydrological Services (NHSs) to evaluate their capability to deliver accurate, timely, and spatially adequate flood forecasts that can be interpreted by partners and end-users and which support decision-making at various levels. The assessment covers the entire End-to-End Flood Forecasting and Early Warning System (E2E FFEWS) value chain from observations, to data collection, modelling and forecasting, dissemination of warnings and response to these warnings by the end users. With the help of these guidelines, NHSs can identify their strengths, weaknesses and gaps in the E2E FFEWS and further guide them to make improvements to their current practices.
