As floods do not recognize borders, transboundary flood risk management is imperative in shared river basins, involving both Governments – as borders are involved – and their people – as risk is involved. However, transboundary flood management is not easy to implement, as joint monitoring, forecasting and early warning, coordinated risk assessment and joint planning of measures, and appropriate legal and institutional frameworks are all necessary. The tool on transboundary aspects of flood management focuses on common problems, objectives and approaches of flood management in transboundary basins, outlines major steps in arranging transboundary cooperation for flood management and presents approaches in sharing knowledge for the management of transboundary flood risks.
