The document is composed of four chapters: (i) chapter one outlines three tasks related to developing scenarios of coastal hazards in order to assess the baseline risk; (ii) chapter two instructs the decision maker to assess options for adaptation; (iii) chapter three instructs the decision maker to identify and monetize impacts and estimate the costs of alternative adaptation strategies; (iv) and chapter four summarizes the decision making process by calculating the costs and benefits of each possible adaptation strategy in order to choose the most appropriate plan.
