Flood risk management in Europe: an exploration of governance challenges

This report explores the need for a shift in flood risk management strategies (FRMSs), such as risk prevention, flood defense, mitigation, preparation and recovery, in order to create a more resilient Europe, and the governance challenges which such a shift in FRMSs may pose to society. The aim of this report is to identify questions for further research.
This report is the second in a series of four which were compiled by the STAR-FLOOD project.
