The paper from the VOICE series on disaster risk reduction (DRR) explores the issue of “funding for DRR”. It states that DRR should be seen as a long-term investment, necessary to protect lives and livelihoods and to ensure the sustainability of development outcomes. It asserts that the need to address disaster risk remains urgent for vulnerable communities around the globe, and the resourcing of risk reduction measures is an area where progress is still needed.
The paper follows the Global Platform for Disaster Risk Reduction, which gathered thousands of participants from 172 countries to discuss the way forward in reducing disaster risk across the world. The key focus was on the future of disaster risk reduction, including a clear call for disaster risk to be recognised in the post-2015 development agenda from many parties. At the same time, the Chair’s summary included a strong reminder that ‘concerted action in implementing the Hyogo Framework for Action by 2015 must continue as we work to meet financial and other targets from previous [Global Platform] sessions’. As discussions continue to shape the next international framework for DRR, the practical issue of funding DRR remains crucial for turning political will into action.
