It provides an assessment on causes of historical changes in temperature and precipitation extremes worldwide to provide a long-term perspective for the events discussed in 2011. It encourages the development of an objective criteria for defining extreme weather and climate events ahead of time, and applying predetermined methodologies to minimize risk. This report should help develop the means of communicating assessments of the extent to which natural and anthropogenic factors contribute to the extreme weather or climate events of a particular year.
