It advocates for the establishment of "partnerships for adaptation" that empower communities to identify local coping strategies and enable all stakeholders to participate in water resources management. It also introduces recommendations for climate change negotiators to take water into account in negotiations, including key messages for COP 18 to be held in December 2012.
