This report covers evaluations conducted in the two calendar years from 2008 to 2009 and has been prepared to coincide with the end of a biennium where UNEP’s programme operated and reported under the division based functional structure. Subsequent biennial reports will cover the organization’s operations under a results based programme framework where UNEP’s six thematic subprogrammes are delivered across six divisions.
It not only derives findings and lessons for future planning and programme implementation but also presents the approach to evaluating UNEP’s performance in delivering the programmes of work within the 2010-2013 Medium Term Strategy. The approach involves systematic assessment of UNEP’s work within the context of Results Based Management.
