This manual is designed to facilitate cooperation in data-processing and forecasting among Members; to specify obligations of Members in the implementation of the World Weather Watch (WWW) Global Data-processing and Forecasting System (GDPFS); and to ensure adequate uniformity and standardization in the practices and procedures employed in achieving these.
In 2020, WMO celebrates its seventieth anniversary, and its community is again presented with both opportunities and threats from scientific progress, new technologies and major shifts in public policy in many countries. Together, these suggest a need to re-examine the policy foundations of current practice.
Part D – Representations derived from data models consists of the specification of the list of standard representations derived from data models, including those using extensible markup language (XML), with their specifications and associated code tables. This is the first edition of Volume I.3 of the Manual on Codes and introduces the use of XML.

Volume I contains WMO international codes for meteorological data and other geophysical data relating to meteorology; it constitutes Annex II of the WMO Technical Regulations and, therefore, has the status of a Technical Regulation. It is issued in two volumes: Volume I.1, containing Part A, and Volume I.2, containing Part B and Part C.

Periodical Publications
The Bulletin is produced biannually in English, French, Russian and Spanish editions. It contains articles on all aspects of meteorology, climatology, hydrology, the environment and related fields, that are specifically prepared for the journal. Each issue is planned around a selected theme considered to be of topical interest.
Since 1993, the World Meteorological Organization (WMO), through the Commission for climatology and in cooperation with its Members, has issued annual statements on the status of the global climate to provide credible scientific information on climate and its variability.
