SYSTEMATIC OBSERVATIONS FINANCING FACILITY (SOFF) : Draft Terms of Reference
This document presents the draft Terms of Reference of the Systematic Observations
Financing Facility (SOFF) UN Multi-Partner Trust Fund.
It is the result of an intensive two-year participatory process to which many stakeholders
contributed. It reflects the outcomes of the SOFF first and second potential Funders’
Forums that took place in March and June 2021. The SOFF team is grateful for the
support and inputs received from all stakeholders.
