Las actividades regionales del Programa de Ciclones Tropicales de la OMM consisten principalmente en los programas que llevan a cabo grupos de países que actúan de consuno para mejorar sus sistemas de aviso. En la Región IV (América del Norte, América Central y el Caribe) existe desde hace mucho tiempo una acción colectiva cuyo objetivo específico es proteger a las personas y los bienes contra los ciclones tropicales violentos, que reciben el nombre de huracanes en la Región. La séptima reunión de la Asociación Regional IV (Ciudad de México, abril-mayo de 1977) estableció un grupo de trabajo, denominado Comité de Huracanes de la Asociación Regional IV (AR IV), para promover dichas actividades en el marco del Programa sobre Ciclones Tropicales (denominado Proyecto sobre Ciclones Tropicales hasta la celebración del Octavo Congreso en 1979).
De conformidad con la petición del Comité de Huracanes, en este documento se pone a disposición de todos los interesados el Plan Operativo sobre Huracanes de la AR IV. The report provides the status of key climate indicators using the WMO and partner organizations operational monitoring systems and latest data and information on impacts, risks and policy from United Nations (UN) agencies. It addresses specific physical science, socio-economic and policy aspects that are relevant to WMO-RA6 domain and responds to Members needs in the fields of climate monitoring, climate change and climate services. The report also makes use of latest findings of the IPCC reports and Copernicus European State of the Climate (ESOTC).

This publication, Guidelines on Implementation of a Coastal Inundation Forecasting - Early Warning System (CIF-EWS) is the result of a resolution of the World Meteorological Congress 18 (2019) to assist vulnerable countries to implement their own CIF-EWS. These Guidelines are based on the successful implementation of demonstration systems in four countries between 2009 and 2019 through the Coastal Inundation Forecasting Demonstration Project (CIFDP) (Swail et al., 2019). Additionally, these Guidelines can be used as a valuable planning tool for coastal zone management, in order to build resilience to inundation through reduced exposure and vulnerability of coastal communities. These Guidelines show how an effective end-to-end coastal inundation warning system: CIF-EWS, can be established in a country or region, through a straightforward 10 step process with a number of templates featuring policy, management and technical processes that countries or regions can use to build their own EWS, from vision to “go-live” implementation. These Guidelines also include a comprehensive explanation of the hazards and the range of models used for their forecasting and warning, along with appropriate reference material.

These guidelines are fundamental for, and aim to support the implementation of Climate Watches at national scales, and thereby, aim to enhance science-based decision making and countermeasures against extreme weather/climate event and anomalous state of climate in changing climate.

Reglamento del Consejo Ejecutivo (OMM-N° 1256)
El Reglamento se aplica al Consejo Ejecutivo y a los grupos que de él dependen (Grupo Consultivo Científico, Grupo de Coordinación Climática, Grupo de Coordinación Hidrológica, Grupo de Expertos sobre Observaciones, Investigaciones y Servicios Polares y de Alta Montaña, y Grupo de Expertos sobre Desarrollo de Capacidad). Estos grupos fueron creados de acuerdo con la regla 3, y su establecimiento fue aprobado por el Consejo Ejecutivo con arreglo al Convenio y al Reglamento General de la Organización Meteorológica Mundial.
