Cumulative carbon emissions, emissions floors and short-term rates of warming: implications for policy

N° 1934 (2011) . - p. 45-66A number of recent studies have found a strong link between peak human-induced global warming and cumulative carbon emissions from the start of the industrial revolution, while the link to emissions over shorter periods or in the years 2020 or 2050 is generally weaker. However, cumulative targets appear to conflict with the concept of a ‘floor’ in emissions caused by sectors such as food production. Here, we show that the introduction of emissions floors does not reduce the importance of cumulative emissions, but may make some warming targets unachievable. For pathways that give a most likely warming up to about 4°C, cumulative emissions from pre-industrial times to year 2200 correlate strongly with most likely resultant peak warming regardless of the shape of emissions floors used, providing a more natural long-term policy horizon than 2050 or 2100. The maximum rate of CO2-induced warming, which will affect the feasibility and cost of adapting to climate change, is not determined by cumulative emissions but is tightly aligned with peak rates of emissions. Hence, cumulative carbon emissions to 2200 and peak emission rates could provide a clear and simple framework for CO2 mitigation policy.

In conducting his study, the committee found that even the most moderate current trends in climate, if continued, will present new national security challenges for the U.S. Navy, Marine Corps, and Coast Guard. While the timing, degree, and consequences of future climate change impacts remain uncertain, many changes are already underway in regions around the world, such as in the Arctic, and call for action by U.S. naval leadership in response.
The terms of reference (TOR) directed that the study be based on Intergovernmental Panel on Climate Change (IPCC) scenarios and other peer-reviewed assessment. Therefore, the committee did not address the science of climate change of challenge the scenarios on which the committee's findings and recommendations are based.
This report addresses both the near- and long-term implications for U.S. naval forces in each of the four areas of the terms of reference (TOR), and provides corresponding findings and recommendations. This report and its findings are recommendations are organized around six discussion areas--all presented within the context of a changing climate.Language(s): English

Marine and Coastal Protected Areas : a guide for planners and managers
This book largely remains the inspiration of the Workshop on Managing Coastal and Marine Protected Areas, held in October 1982 during the World Congress on National Parks in Bali, Indonesia, whose participants provided the material from which the original book was fashioned. This book has undergone considerable revision to include supplemental material and updated concepts, case studies, and approaches. However, the original contributions still provide the framework on which this book is built, and we would like to acknowledge those contributions.
