Estos conceptos e indicadores o índices se describen a grandes rasgos a continuación, en lo que se considera un documento dinámico que evolucionará e incorporará nuevos indicadores e índices a medida que estos salgan a la luz y se apliquen en el futuro. El presente manual está dirigido a todas las personas que aspiran a generar indicadores e índices por sí mismas, así como a las que simplemente quieren obtener y utilizar productos que se generan en otros sitios. Está concebido para su uso por profesionales generalistas interesados en las sequías (por ejemplo, servicios meteorológicos o hidrológicos y ministerios, gestores de recursos y otras instancias decisorias a distintos niveles) y pretende servir como punto de partida para mostrar qué indicadores o índices están disponibles y se están utilizando en todo el mundo. Asimismo, el manual se ha diseñado teniendo en cuenta distintos procesos de gestión de riesgos de sequía. No obstante, entre las finalidades de esta publicación no se encuentra recomendar el “mejor” conjunto de indicadores e índices. La elección de los indicadores o índices se basa en las características específicas de las sequías que guardan más relación con los efectos que preocupan a las partes interesadas.
