This document provides a framework to the National Hydrological Services (NHSs) to evaluate their capability to deliver accurate, timely, and spatially adequate flood forecasts that can be interpreted by partners and end-users and which support decision-making at various levels. Guidelines for the Assessment of Competencies for Provision of Climate Services (WMO-No. 1285)
