The Montreal Protocol established three assessment panels, one of which is the Scientific Assessment Panel (SAP). The SAP consists of top scientists of the international scientific community to periodically update governments on the latest scientific findings related to the state of the ozone layer. Initiated in 1985 and conducted every four years, the 2022 Quadrennial Assessment of Ozone Depletion is continuation and the latest of the series of Reports under World Meteorological Organization (WMO) Global Ozone Research and Monitoring project which is now embedded in the series “Ozone research and monitoring” of WMO. The 2022 WMO/ United Nations Environment Programme (UNEP) Ozone Assessment is the 11th in the series of Assessments and contains the most up-to-date understanding of ozone depletion, reflecting the thinking of hundreds of international scientific experts who contribute to its preparation and review. This assessment includes an update on trends in ODSs, HFCs, global and polar ozone and the link between stratospheric ozone changes and climate, as well as a new chapter on the impacts of stratospheric aerosol injection on the stratosphere and ozone. Conducted under the auspices of the WMO and UNEP, periodic "state-of-the-science" assessments have guided policymakers as they strengthened the original provisions of the Montreal Protocol.

Report on the Unexpected Emissions of CFC-11 (WMO-No. 1268)
The Report was written by the Scientific Assessment Panel to the Montreal Protocol on Substances that Deplete the Ozone Layer. Scientific Assessment of Ozone Depletion: 2014 - Assessment for Decision-Makers (GORMP 55)
The present document will be part of the information upon which the Parties to the United Nations Montreal Protocol will base their future decisions regarding ozone-depleting substances, their alternatives, and protection of the ozone layer.
