The National Meteorological and Hydrological Services (NMHSs) of an increasing number of maritime countries are actively engaged in the provision of storm surge forecast services for a wide range of maritime and coastal activities, in particular for coastal defense, shipping, fisheries, offshore mining, commerce, coastal engineering, construction and recreation. This guide draws attention to vulnerabilities in coastal areas exposed to storm surges by focusing on risk forecasting, in addition to hazard forecasting.

Approaches based on extreme value theory as well as ad hoc methods are considered. We then present in Chapter 3 some worked examples using two time series of significant wave height measurements, one in deep and the other in shallow waters. In Chapter 4 we provide an inventory of software packages available to carry out extreme value analyses. We finish in Chapter 5 with some guidelines / recommendations.

The twenty-seventh session of the Data Buoy Co-operation Panel (DBCP-27) was held in Geneva, Switzerland, from 26 to 30 September 2011, at the headquarters of the World Meteorological Organization (WMO).
A technical and scientific workshop was organized during the first day of the session. 17 presentations were delivered under the themes of operational practices and enhancements, technical development for marine observation systems, applications of collected data, and requirements for climate applications. In the last decade, progress in computer processing and communication, as well as increased demands of users prompted the necessity to develop a new WMO International Ice Colour Code Standard for ice charts.

A total of 24 units were operated during 2001. Each national report is presented in a standard format in the appendix. Monitoring reports provided by ECMWF, EUMETSAT and Meteo-France are included in this document.
