WHYCOS: World Hydrological Cycle Observing System
Forty per cent of the world's population today lives in countries which have medium-to-high water stress. Unless water resources are wisely managed, shortages could become a serious obstacle to economic and social progress. The World Hydrological Cycle Observing System (WHYCOS) has been developed to contribute to WMO's goal of assisting Member countries maintain and improve their observational and information systems to help them better manage their water resources. This booklet gives a short look at this programme.

Observing the world's environment: weather, climate and water
Written for the non-specialist, the booklet documents the importance placed by world leaders at the 1992 UN Conference on Environment and Development (Rio de Janeiro) on reliable national and global observational systems for the key components of the environment.
