Flood Management Policy Series. Social Aspects and Stakeholder Involvement in Integrated Flood Management

It provides an overview of various vulnerabilities of the society that have an impact on flood management issues. It also highlights the need for stakeholder participation in planning and implementation. Particularly, flood emergency management in pre, during and post flood stages. The paper attempts to outline the role of various stakeholders including Government institutions at all levels and NGOs in flood emergency response.

Occasionally, however, floods have negative impacts on lives, livelihoods and economic activities and in extreme cases cause devastation. During recent years there has been an alarming rise in economic losses due to flooding in both developed as well as developing countries. The way we deal with floods co-determines whether water remains a life-providing element or becomes a destructive force against human life and economic development.

Ce document a été élaboré sur la base du document de projet provisoire préparé en 2003 par l’Organisation Mondiale de la Météo (OMM) avec l’assistance technique de l’Institut de Recherche pour le Développement (IRD), selon la nouvelle stratégie adoptée par l’OMM de développement du projet AOC-HYCOS (Afrique de l’Ouest et Centrale) par grands bassins versants.
