World Hydrological Cycle Observing System (WHYCOS) Guidelines
The Guidelines should help achieve the objectives of the International Decade for Action "Water for Life" (2005–2015). They are designed to serve as guidance for the main stages of project formulation and implementation including initiation, development, realization and management, as well as monitoring and evaluation, of HYCOS projects.
