World Hydrological Cycle Observing System Guidelines
WHYCOS is a global concept, comprising a number of independent regional or basin-wide Hydrological Cycle Observing System (HYCOS) components. At the local level within a country, HYCOS brings together various agencies to work on delivering enhanced data and information products, such as the production and delivery of flood forecasts and warnings.
