World Meteorological Organization (WMO) ; IDMP expert panel with 14 experts from various IDMP partner organizations including UNCCD and FAO
Published by: WMO ; 2022Driven by climate change, population growth, economic development, and poor water management, the increasingly limited availability of freshwater resources is a fundamental concern for societies worldwide. Drought and water scarcity – two major phenomena that challenge water security – know no national boundaries and affect all socioeconomic sectors of society, with a greater impact on the more vulnerable, poorer or marginalized populations.
Drought is a natural climatic feature of below-average precipitation, which can last for months or years, while water scarcity results from a long-term, human-induced imbalance between water demand and supply.
Drought and water scarcity are often interrelated, and droughts can trigger or amplify water scarcity, while water scarcity can aggravate droughts.
This publication highlights the differences between drought and water scarcity and where they become blurred due to climate change and human activities. Coping strategies to both phenomena should be part of overall integrated drought and water resource management strategies.Language(s): English

GAW Report, 226. Coupled Chemistry-Meteorology/ Climate Modelling (CCMM): status and relevance for numerical weather prediction, atmospheric pollution and climate research
Online coupled meteorology atmospheric chemistry models have undergone a rapid evolution in recent years. Although mainly developed by the air quality modelling community, these models are also of interest for numerical weather prediction and climate modelling as they can consider not only the effects of meteorology on air quality, but also the potentially important effects of atmospheric composition on weather. This report provides the main conclusions from the Symposium on “Coupled Chemistry-Meteorology/Climate Modelling: Status and Relevance for Numerical Weather Prediction, Air Quality and ...

WCDMP, 84. Eighth Seminar for Homogenization and Quality Control in Climatological Databases and Third Conference on Spatial Interpolation Techniques in Climatology and Meteorology
The 8th Homogenization Seminar and the 3rd Conference on Spatial Interpolation were organized together considering certain theoretical and practical respects. Theoretically there is a strong connection between these topics since the homogenization and quality control procedures need spatial statistics and interpolation techniques for spatial comparison of data. On the other hand the spatial interpolation procedures (e.g. gridding) need homogeneous data series with high quality. Practically the CARPATCLIM project that was launched in 2010 and ended in 2013 is a good example for this problem. Th ...

Attribution of Weather and Climate-Related Extreme Events
Unusual or extreme weather and climate-related events are of great public concern and interest, yet there are often conflicting messages from scientists about whether such events can be linked to climate change. There is clear evidence that climate has changed as a result of human-induced greenhouse gas emissions, and that across the globe some aspects of extremes have changed as a result. But this does not imply that the probability of occurrence (or, given a fixed damage, risk) of a specific type of recently observed weather or climate event has changed significantly as a result of human in ...

Global sea-level rise update
Sea level is higher now and is rising much more rapidly than at any other time in the past 3 000 years. We know that sea level will continue to rise for many centuries, even after global temperatures are stabilized, as it takes that long for the ocean and ice sheets to respond fully to a warmer climate. Unchecked global warming is likely to raise sea level by several metres in coming centuries, leading to the loss of many coastal cities and entire island states. This longer-term threat is already being exacerbated by increased frequency of short-term extreme sea levels due to the superposition ...

Three-dimensional climate models with a fully interactive representation of stratospheric ozone chemistry otherwise known as stratosphere-resolving chemistry-climate models (CCMs) are key tools for the attribution and prediction of stratospheric ozone changes arising from the combined effects of changes in the amounts of greenhouse gases (GHG) and ozone-depleting substances (ODS). These models can also be used to infer potential effects of stratospheric changes on the climate of the troposphere. In order to know how much confidence can be placed in the results from the CCMs, both individually ...

WCDMP, 76. Proceedings of the sixth seminar for homogenization and quality control in climatological databases
The aim of the homogenization procedures is to detect the inhomogeneities and to correct the series. In practice there are absolute and relative methods applied for this purpose. However the application of absolute methods is very problematic and hazardous since the separation of climate change signal and the inhomogeneity signal is essentially impossible. Relative methods can be applied if there are more station series given, which can be compared mutually. The methodology of comparison is related to the following questions: reference series creation, difference series constitution, multiple ...

WOCE Atlas volume 2 - Pacific Ocean : hydrographic atlas
The Hydrographic Programme of the international World Ocean Circulation Experiment (WOCE) was a comprehensive global hydrographic survey of physical and chemical properties, of unprecedented scope and quality, and represents the "state of the oceans" during the 1990s.
The "Printed Atlas" is a copy of the published volume and contains full introductory text. The "Digital Atlas" presents the same graphical material, with additional properties and levels, ancillary data sets, and bibliographic material for each of the vertical sections

World Climate Applications and Services Programme (WCASP), 74. Expert Meeting on Water Manager Needs for Climate Information in Water Resources Planning
Recognizing that climate information is presently not widely used by water managers, the expert meeting aimed to identify the current state of climate information that potentially could be used by water managers and looked into the perception of water managers with regard to the use of climate information that would suit their requirements. The meeting also served as a scoping platform to identify current uses of climate information in water management and to provide an overview at which scales climate information has the greatest potential for use now and the near future. Likewise, gaps and ...

World Meteorological Organization (WMO) ; International Council for Science (ICSU); Intergovernmental Oceanographic Commission (IOC) - WMO, 2005 (WMO/TD-No. 1291)The World Climate Research Programme (WCRP) is introducing a new strategic framework for its activities in the decade 2005-2015. This is in response both to the new scientific challenges posed by the understanding and prediction of the behaviour of the Earth system and to new opportunities for WCRP science to provide the basis for major applications for society.
