World Meteorological Organization (WMO) ; IDMP expert panel with 14 experts from various IDMP partner organizations including UNCCD and FAO
Published by: WMO ; 2022Driven by climate change, population growth, economic development, and poor water management, the increasingly limited availability of freshwater resources is a fundamental concern for societies worldwide. Drought and water scarcity – two major phenomena that challenge water security – know no national boundaries and affect all socioeconomic sectors of society, with a greater impact on the more vulnerable, poorer or marginalized populations.
Drought is a natural climatic feature of below-average precipitation, which can last for months or years, while water scarcity results from a long-term, human-induced imbalance between water demand and supply.
Drought and water scarcity are often interrelated, and droughts can trigger or amplify water scarcity, while water scarcity can aggravate droughts.
This publication highlights the differences between drought and water scarcity and where they become blurred due to climate change and human activities. Coping strategies to both phenomena should be part of overall integrated drought and water resource management strategies.Language(s): English

GCOS, 209. 19th Session of the GCOS /WCRP Terrestrial Observation Panel for Climate (TOPC-19)
World Meteorological Organization (WMO) ; United Nations Educational, Scientific and Cultural Organization (UNESCO); Intergovernmental Oceanographic Commission (IOC); et al. - WMO, 2017"This meeting [had] to consider its work plan which [included]
• A status report or similar in 4 years and update of IP in 5 years;
• Reviewing the performance of ECV observations and progress on actions in the implementation plan;
• Consideration of Adaptation Needs -> what does it mean for panel/observations;
• The proposal for Evaporation/Latent Heat Flux.
During the discussion it was stressed that the new work cycle of the TOPC after the release of the GCOS implementation plan will be challenging particularly because adaptation and mitigation will become ...

GAW Report, 226. Coupled Chemistry-Meteorology/ Climate Modelling (CCMM): status and relevance for numerical weather prediction, atmospheric pollution and climate research
Online coupled meteorology atmospheric chemistry models have undergone a rapid evolution in recent years. Although mainly developed by the air quality modelling community, these models are also of interest for numerical weather prediction and climate modelling as they can consider not only the effects of meteorology on air quality, but also the potentially important effects of atmospheric composition on weather. This report provides the main conclusions from the Symposium on “Coupled Chemistry-Meteorology/Climate Modelling: Status and Relevance for Numerical Weather Prediction, Air Quality and ...

WCDMP, 84. Eighth Seminar for Homogenization and Quality Control in Climatological Databases and Third Conference on Spatial Interpolation Techniques in Climatology and Meteorology
The 8th Homogenization Seminar and the 3rd Conference on Spatial Interpolation were organized together considering certain theoretical and practical respects. Theoretically there is a strong connection between these topics since the homogenization and quality control procedures need spatial statistics and interpolation techniques for spatial comparison of data. On the other hand the spatial interpolation procedures (e.g. gridding) need homogeneous data series with high quality. Practically the CARPATCLIM project that was launched in 2010 and ended in 2013 is a good example for this problem. Th ...

Subseasonal to seasonal prediction - Research implementation plan, 22 June 2012
The subseasonal to seasonal timescale provides a unique opportunity to capitalise on the expertise of the weather and climate research communities, and to bring them together to improve predictions on a timescale of particular relevance to the Global Framework for Climate Services (GFCS). A planning group which included representatives from WWRP/THORPEX, WCRP, CBS and CCl drafted the implementation plan, giving high priority to establishing collaboration and co-ordination between operational centres and the research community involved in subseasonal to seasonal prediction, and to sponsorship o ...

WCDMP, 77. Guidelines for the submission of the World Weather Records tenth series (2001-2010)
The World Weather Records (WWR) database contains historical monthly climatic data from land surface stations worldwide. First released in 1927, the WWR database has been widely employed in operational climate monitoring, international climate assessments, and numerous other applications. To date, there have been nine editions of WWR, the first containing data up through 1920, with each successive release containing data for another decade (i.e., 1921-1930, 1931- 1940, 1941-1950, 1951-1960, 1961-1970, 1971-1980, 1981-1990, 1991- 2000). Since its inception, WWR has been produced by three ...
