A Proposed Long Term Resource Plan for Climate Data Management and Rescue Activities
In response to WMO’s Executive Council’s decision at its sixty-eighth session, June 2016 (Decision 39 (EC-68)) this paper presents a proposed resource plan for the sustainable support of climate data management systems (CDMS) and data rescue activities (the Plan). The initial focus in this Plan is on undertaking or supporting climate data rescue and CDMS implementation over the next five years, in developing and least-developed countries (D & LDC) that have recently expressed their need for assistance with securing and managing their data. Most of these countries are in Regions I, V and the Indian Ocean Region. Preliminary indicative costings per country over five years to implement these remedial actions have been developed, informed by actual and estimated costs for similar work carried out in Regions I and V. In addition, a number of engagement, collaboration and capacity-building actions that complement the financial investment and lay the groundwork for longer-term sustainability are also described.

Commission for Basic Systems Open Programme Area Group on Integrated Observing Systems, Expert Team on Aircraft-Based Observing Systems: final report
This meeting was a particularly important one for the expert team, being the first opportunity to openly and formally discuss the possible future collaboration between WMO and the International Air Transport Association (IATA) on the operation of the AMDAR programme. While the discussion raised a number of issues to be subsequently addressed, the team welcomed and fully endorsed the establishment of the IATA-WMO Working Arrangement that had been approved by the 69th session of the WMO Executive Council and agreed to undertake to work with IATA on the development of the proposed Concept of Oper ...

International Cloud Atlas: Manual on the Observation of Clouds and Other Meteors
This Atlas describes the classification system for clouds and meteorological phenomena used by all WMO Members. The classifications also describe meteorological meteors other than clouds – hydrometeors, lithometeors, photometeors, and electrometeors.
The Atlas provides a common language to communicate cloud observations, and ensures consistency in reporting by observers around the world. It serves as a training tool for meteorologists, as well as for those working in aeronautical and maritime environments, and it has become popular with weather enthusiasts and cloud spotters.

Status of the Global Observing System for Climate
Bulletin, Vol. 65(1). WMO, 2016This article highlights the main finding and conclusions of the Status of the Global Observing System for Climate (Report)1, published in late 2015. The Report offers an extensive account of how well climate is currently being observed, where progress has been made, where progress is lacking or where deterioration has occurred. It provides a basis for identifying the actions required to reduce gaps in knowledge, to improve monitoring and prediction, to support mitigation, and to help meet increasingly urgent needs for information on impacts, adaptation and vulnerability.
