Los Miembros de la OMM reconocen la importancia de proporcionar una prestación de servicios meteorológicos, climatológicos, hidrológicos y medioambientales de alta calidad. La Organización facilita la coordinación internacional, establece normas para los productos meteorológicos e hidrológicos, y proporciona orientaciones sobre la prestación de servicios. Aunque se han logrado grandes progresos en este sentido, los Miembros convinieron en que era necesario un enfoque más uniforme y estructurado de la elaboración y prestación de servicios. Como resultado, se aprobó la Estrategia de prestación de servicios de la OMM (la Estrategia) en el Decimosexto Congreso Meteorológico Mundial (mayo a junio de 2011) y se pidió al Secretario General que hiciera los preparativos para la elaboración de un plan de aplicación. Posteriormente, y bajo la dirección del Grupo de trabajo del Consejo Ejecutivo de la OMM sobre la prestación de servicios, se preparó el Plan de aplicación de la Estrategia, que fue aprobado por el Consejo Ejecutivo en su 65ª reunión (mayo de 2013). El objetivo de la Estrategia es ayudar a los Servicios Meteorológicos e Hidrológicos Nacionales (SMHN) a elevar los niveles de calidad de la prestación de servicios en el suministro de productos y servicios1 a los usuarios y clientes. El Plan de aplicación proporciona una metodología flexible para que ayude a los Miembros a evaluar sus actuales prácticas de prestación de servicios y para que sirva de orientación de gran calidad en la elaboración de métodos e instrumentos más detallados que permitan a los Miembros mejorar sus procesos de prestación de servicios.

WMO Members recognize the importance of providing high-quality delivery of weather-, climate-, water- and environment- related services. WMO facilitates international coordination, sets standards for meteorological and hydrological products and provides guidance on service delivery. While some great success has been achieved in this regard, Members have agreed that a more uniform and structured approach to service development and delivery is required. As a result, the WMO Strategy for Service Delivery (the Strategy) was approved at the sixteenth session of the World Meteorological Congress (May–June 2011), and the Secretary-General was requested to arrange for the preparation of an implementation plan. The Implementation Plan was subsequently prepared under the guidance of the WMO Executive Council Working Group on Service Delivery (ECWG-SD) and was approved by the Executive Council at its sixty-fifth session (May 2013). The goal of the Strategy is to help National Meteorological and Hydrological Services (NMHSs) raise standards of service delivery in the provision of products and services to users and customers. The Implementation Plan provides a flexible methodology to help Members evaluate their current service delivery practices and to serve as high-level guidance for developing more detailed methods and tools that will enable Members to improve their service delivery process.

SPC SOPAC Published Report, 185. Economic Dimensions of Improved Meteorological Services in the Pacific
Investment in meteorological services can generate widespread benefits for a community. These may take the form of small daily improvements in the lives of citizens and businesses (such as improved farming outlooks) as well as occasional benefits from improved planning for severe events.
Due to the diversity of ways that meteorological services can improve lives, it is not possible to determine with certainty their benefits. However, illustrations of the magnitude of the types of benefits may be identified.

Meeting of the Executive Council Working Group on Service Delivery (ECWG-SD) : Final report
The main outcome of the Meeting was a set of five overarching recommendations for consideration by the sixty-sixth session of the WMO Executive Council (EC-66, Geneva, Switzerland, 16-27 June 2014). The recommendations are included in Appendix II to this report. Table 1 of Appendix III shows the mapping of the recommendations aligned to the six strategy elements as defined in the Implementation Plan (IP) of “The WMO Strategy for Service Delivery”.

Guide des systèmes d’observation et de diffusion de l’information pour l’assistance météorologique à la navigation aérienne
Ce guide présente certains des systèmes d’observation existants qui sont susceptibles de répondre aux exigences pratiques de la météorologie aéronautique et donne des indications sur les systèmes que l’on juge les mieux adaptés aux différents contextes. Il préconise l’adoption, s’il y a lieu, des normes promulguées par l’OMM et l’Organisation de l’aviation civile internationale (OACI). Guide to Meteorological Observing and Information Distribution Systems for Aviation Weather Services
This Guide presents some of the observing systems currently available to meet the stated operational requirements in aeronautical meteorology and provides guidance on the ones deemed most appropriate under different circumstances. Where applicable, the Guide encourages the adoption of WMO/International Civil Aviation Organization (ICAO) standards. An important issue considered is the cost of the provision of observations in relation to the expected measurable benefits to be derived from a particular application.

Страны — члены ВМО признают важность предоставления высококачественного обслуживания в области погоды, климата, воды и окружающей среды. ВМО содействует международной координации усилий, устанавливает стандарты для метеорологической и гидрологической продукции и обеспечивает руководство по предоставлению обслуживания. Competency Requirements for Education and Training Providers for Meteorological, Hydrological, and Climate Services
This document sets out a competency framework for personnel involved in training, but it is not necessary that each person has the full set of competencies. However, within the following application conditions, which will be different for each organization, it is expected that any institution providing education and training services to current and future meteorologists and hydrologists will have staff somewhere within the organization who together cover all the competencies.
