Teniendo en cuenta el reciente y rápido crecimiento de la población y de la actividad económica, así como las crecientes dificultades para el desarrollo de nuevos recursos hídricos –una gran parte del país es árida o semiárida–, México deberá seguir afrontando importantes desafíos críticos en la gestión de tales recursos. Con el propósito de abordar algunos de estos desafíos de México, el Programa de Modernización del Manejo del Agua (PROMMA) fue concebido en 1994. Su principal objetivo era proporcionar apoyo al Gobierno en el diseño, desarrollo, establecimiento y consolidación de las actividades técnicas y administrativas que permitieran a la Comisión Nacional del Agua (CNA) cumplir las disposiciones de la Ley de Aguas Nacionales de México y sus Reglamentos La intención era auxiliar al Gobierno de México para mejorar sus políticas de manejo de agua, capacidades administrativas e infraestructura como contribución a un desarrollo socioeconómico del país sostenible medioambientalmente.
