The paper attempts to outline the role of various stakeholders including Government institutions at all levels and NGOs in flood emergency response.

Additionally it intends to motivate and enable flood practitioners, stakeholder groups (including actors of the civil society involved in public opinion building such as NGOs and the media), to engage in dialogue with policy-makers about the legal requirements and best approach to a balanced legal framework for IFM.
