Il s’agit d’abord d’expliquer, sur la base de ces travaux scientifiques, l’augmentation des coûts des risques naturels qui s’est produite au 21ème siècle, et de discuter de l’influence du changement climatique dans cette augmentation. Il s’agit, ensuite, de déterminer quelles seront les conséquences possibles du changement climatique sur les aléas naturels en France au cours de ce siècle. Dans un premier temps, le document (i) définit les risques majeurs; puis il (ii) présente les sept principes de la politique française de prévention des risques majeurs; (iii) ainsi que les acteurs de la prévention des risques majeurs; (iv) il décrit ensuite le partage international de l’expérience française; et (v) présente les programmes d'actions à l’œuvre pour les principaux risques majeurs que sont les inondations, les feux de forêt, les séismes, les éruptions volcaniques, les mouvements de terrain, les avalanches, les cyclones et les tempêtes. Par la suite, le document (vi) présente le changement climatique comme un défi majeur et (vii) considère les risques technologiques tels que les activités industrielles, le transport de marchandises dangereuses, les barrages et digues, et enfin l'activité nucléaire.Language(s): French

The report derives 8 themes which relate to the differences discovered between the countries: (i) the countries’ baseline situation in terms of their actual flood experiences; (ii) designated competent authorities and the actual competences that actors have for implementing flood risk management strategies; (iii) resources for flood risk governance and the financing arrangements that are in place; (iv) the degree and ways in which integration between water management and spatial planning take place; (v) the extent to which stakeholder involvement takes place and the ways in which it is done; (vi) the substantive and procedural norms and goals that are in place; (vii) the way in which discourses on flood management have evolved in each of the consortium countries and how this relates to discourses on flood management more generally; (viii) and the flood risk management strategies that are actually in place.
