A Proposed Long Term Resource Plan for Climate Data Management and Rescue Activities
In response to WMO’s Executive Council’s decision at its sixty-eighth session, June 2016 (Decision 39 (EC-68)) this paper presents a proposed resource plan for the sustainable support of climate data management systems (CDMS) and data rescue activities (the Plan). The initial focus in this Plan is on undertaking or supporting climate data rescue and CDMS implementation over the next five years, in developing and least-developed countries (D & LDC) that have recently expressed their need for assistance with securing and managing their data. The initial focus in this Plan is on undertaking or supporting climate data rescue and CDMS implementation over the next five years, in developing and least-developed countries (D & LDC) that have recently expressed their need for assistance with securing and managing their data. Most of these countries are in Regions I, V and the Indian Ocean Region. Preliminary indicative costings per country over five years to implement these remedial actions have been developed, informed by actual and estimated costs for similar work carried out in Regions I and V. In addition, a number of engagement, collaboration and capacity-building actions that complement the financial investment and lay the groundwork for longer-term sustainability are also described.
