Integrated Drought Management Programme Working Paper, 01. Benefits of action and costs of inaction: Drought mitigation and preparedness – a literature review
This review of available literature on the benefits of action and costs of inaction of drought mitigation and preparedness shows that significant progress has been made over the past decade in improving understanding of droughts and their impacts. However, significant gaps in research, policy and practice remain. This paper reviews several methodologies for making economic drought impact assessments and describes the main obstacles and opportunities facing the transition from crisis management to risk management. It identifies drivers of ex ante and ex post action against drought and highlight ...

Valuing Weather and Climate : Economic Assessment of Meteorological and Hydrological Services
World Meteorological Organization (WMO) ; World Bank the; United States Agency for International Development (USAID); et al. - WMO, 2015 (WMO-No. 1153)The review of all past and current SEB analysis performed for this publication indicates that properly planned investments in hydrometeorological services provide significant benefits relative to their costs. While the publication attempts to capture the currently available wealth of experience and expertise across different contexts, it is not the end point for developing global knowledge on SEB analysis of hydrometeorological studies. Indeed, as we move to implement new global commitments on sustainable development goals, climate change adaptation and disaster risk reduction, interest in kno ...

SPC SOPAC Published Report, 185. Economic Dimensions of Improved Meteorological Services in the Pacific
Investment in meteorological services can generate widespread benefits for a community. These may take the form of small daily improvements in the lives of citizens and businesses (such as improved farming outlooks) as well as occasional benefits from improved planning for severe events.
Due to the diversity of ways that meteorological services can improve lives, it is not possible to determine with certainty their benefits. However, illustrations of the magnitude of the types of benefits may be identified.

Accessing economic and political impacts of Hydrological variability on treaties: case studies on the Zambezi and Mekong basins
The term 'green jobs' can refer to employment in a narrowly defined set of industries providing environmental services. But it is more useful for the policy-maker to focus on the broader issue of the employment consequences of policies to correct environmental externalities such as anthropogenic climate change. Most of the literature focuses on direct employment created, with more cursory treatment of indirect and induced job creation, especially that arising from macroeconomic effects of policies. The potential adverse impacts of green growth policies on labor productivity and the costs of em ...

Developments in Economic Valuation of Hydrologic Data: two Steps Forward, One Step Back
Techniques for the economic valuation of hydrologic data have been developed in response to the need to allocate resources to activities which will provide the most value as well as to the trend over recent years for a general reduction in the extent of hydrologic data collection networks. It is perceived that quantitative estimates of the dollar value of such data would be the most effective way of adequately representing the case for future data collection. This paper reviews the developments which have occurred in data valuation techniques with particular, though not exclusive, emphasis on ...
