Il fournit également des procédés et des méthodes permettant de déceler les lacunes de la réalisation de cadres et de capacités, et d’élaborer un plan d'action national pour contrer ces lacunes, dans le cadre de stratégies et de plans globaux quant au changement climatique, tels que les mesures d’atténuation appropriées au niveau national (NAMA) et les programmes nationaux d'action pour l'adaptation aux changements climatiques (PANA).

Advances in the geophysical sciences and computing have led to a number of opportunities for WMO.
