La presente Guía es un recurso fundamental que describe la mayoría de los instrumentos, los sistemas y las técnicas utilizados regularmente, desde los más sencillos hasta los más complejos y sofisticados, pero no pretende abordar los métodos e instrumentos que se utilizan únicamente con fines de investigación. Tiene por objeto presentar las mejores prácticas, los procedimientos y las capacidades básicas de los instrumentos y sistemas a fin de ayudar a los Servicios Meteorológicos e Hidrológicos Nacionales y a otros usuarios interesados que operan sistemas de observación a elaborar sus manuales y procedimientos, con miras a satisfacer sus necesidades específicas de mediciones y observaciones. En la Guía, la normalización se circunscribe de manera intencional a los requisitos esenciales únicamente, y las recomendaciones se limitan a las características generales más comunes de las diversas configuraciones de un instrumento o sistema de medición, lo que permite un mayor desarrollo en diversos ámbitos. We find that this hiatus in warming coincides with a period of little increase in the sum of anthropogenic and natural forcings.
