Responding to climate vulnerability through carbon trade
One of the most spectacular aspects of the climate agenda has been the emergence of carbon markets. This paper demonstrates that the Clean Development Mechanism (CDM) provides an opportunity for developing countries, including South Asian countries, to participate in carbon markets.
The document underlines that certified emissions reductions (CER) from CDM projects in developing countries can be used to meet reduction commitments in developed countries. Energy, climate change and poverty alleviation - Policy paper
GNESD, 2010The papers from three of GNESD’s Member centres examine different aspects of the complex links between climate change, energy and poverty, to help clarify the debate and to demonstrate that the issues, while complex, are nonetheless perfectly manageable. The most salient finding of the studies is that energy, in spite of its pivotal role for sustainable development and for successful adaptation, is hardly mentioned in the adaptation plans prepared by developing countries under the UNFCCC’s National Adaptation Programmes of Action (NAPA) process. Moreover, some countries are continuing to view ...

Climate change, hydroconflicts and human security : achievements of and gaps in current policies
CLICO, 2010In contrast with the ubiquitousness of the headlines, empirically‐based research on the relationship between climate change, resource scarcity and conflict is often absent. The new EU project “Climate Change, Hydro‐conflicts and Human Security” (CLICO) will address this research gap. This policy brief presents CLICO’s research agenda regarding policy responses to climate change‐induced hydro‐conflicts. This policy brief is the first in a series of briefs presenting results of the CLICO project, which is funded by the 7th EU Framework Programme.

Beyond carbon: rights-based safeguard principles in law
The aim of climate change mitigation and adaptation programs are to protect all the Earth’s inhabitants from the serious threats posed by climate change. Safeguards ensure both mitigation and adaptation activities truly address these purposes.
The rights-based safeguards described in this report are social safeguards designed by the Civil Society Network for Climate Justice to become a framework for climate change mitigation and adaptation in general, and Reducing Emissions from Deforestation and forest Degradation (REDD) in particular. They take the form of considerations for a ...

Access to food in a changing climate
This report examines the potential impact of future climate change for the food security of vulnerable groups in the UK. Food security3 is a critical element of societal stability and prosperity, and its attainment is potentially influenced by climate in many ways. Globally, we are already committed to some climate change from emissions currently in the atmospheric-oceanic systems and looking ahead to the 2090s, assuming continuation of current emission trajectories, we can expect global warming of between 2.8 and 4 C (Solomon et al., 2007). Changes in climate at the global level over the comi ...

It will significantly alter current patterns of production, distribution and consumption, as well as the overall lifestyles of modern societies. During the present century, countries will be compelled to deal with two simultaneous challenges: adapting to the new climate conditions and working to mitigate them. This will require an international agreement that recognizes historical, but differentiated, re ...

Natural Hazards, UnNatural Disasters : The Economics of Effective Prevention
World Bank, 2010Natural Hazards, UnNatural Disasters looks at disasters primarily through an economic lens. Economists emphasize self-interest to explain how people choose the amount of prevention, insurance, and coping. But lenses can distort as well as sharpen images, so the book also draws from other disciplines: psychology to examine how people may misperceive risks, political science to understand voting patterns, and nutrition science to see how stunting in children after a disaster impairs cognitive abilities and productivity as adults much later. It asks not only the tough questions, but some unexpect ...

Energy security in Mozambique
Mozambique is endowed with considerable hydropower potential and is rich in modern energy resources. However, more than 80 per cent of the country’s population is not connected to the national grid because of inadequate infrastructure, a lack of investment, and the huge cost of installing an energy grid, among others. This study explores the energy-security dynamics affecting the country: energy availability, accessibility and efficiency for the electricity subsector.

Global sea-level rise update
Sea level is higher now and is rising much more rapidly than at any other time in the past 3 000 years. We know that sea level will continue to rise for many centuries, even after global temperatures are stabilized, as it takes that long for the ocean and ice sheets to respond fully to a warmer climate. Unchecked global warming is likely to raise sea level by several metres in coming centuries, leading to the loss of many coastal cities and entire island states. This longer-term threat is already being exacerbated by increased frequency of short-term extreme sea levels due to the superposition ...

Bates Peter; Alverson Keith; Intergovernmental Oceanographic Commission (IOC); et al. - UNESCO, 2010Never has accurate information been more important, yet at
present we know very little about the Arctic Ocean. Critical physical processes are poorly understood, ecosystems remain unstudied and undiscovered, and indigenous voices go unheard. This lack of knowledge thwarts efforts to detect, predict or manage the interrelated physical, biological and social impacts of climate change, making sustainable development almost impossible. A coordinated observing system must therefore be
created for the Arctic Ocean and its coasts, to provide baseline data and ensure sustained monitor ...

State of World Population 2009 : Facing a Changing World, Women, Population and Climate
United Nations, 2009This year's flagship report argues that reproductive health care, including family planning, and gender relations could influence the future course of climate change and affect how humanity adapts to rising seas, worsening storms and severe droughts. Women, especially impoverished women in developing countries, bear the disproportionate burden of climate change, but have so far been largely overlooked in the debate about how to address problems of rising seas, droughts, melting glaciers and extreme weather, the report concludes.

Flood Management Tool Series, Technical Document, 09. Flood Management in a Changing Climate
This tool is an initiator and starting point on how flood management can be an autonomous part of an adaptation strategy to climate change. Flood managers have vast experience in managing floods under current climate variability. Floods are among the most widely cited expected impacts of global warming, either with an increased frequency or with increased magnitude in particular regions. As such climate change poses an additional challenge that needs a conscious strategic reorientation of flood management practices towards applying risk management techniques and involving a far broader set of ...

CDKN, 2009In this report, the editors state that the Arab countries are in many ways among the most vulnerable in the world to the potential impacts of climate change, as the region already suffers from aridity, recurrent drought and water scarcity. The report highlights that virtually no work is being carried out to make the Arab countries prepared for climate change challenges. Specifically, no concerted data gathering and research efforts could be traced regarding the impacts of climate change on health, infrastructure, biodiversity, tourism, water and food production. The Economics of Climate Change in Southeast Asia: A Regional Review
ADB, 2009This report, published by the Asian Development Bank, examines the economics of climate change in Southeast Asia. The report focuses on Indonesia, the Philippines, Singapore, Thailand and Viet Nam in particular. It is found that the region is particularly vulnerable to the impacts of climate change due to its heavily populated coastal areas and its reliance on agriculture. Therefore, Southeast Asia will be required to undertake a relatively high proportion of adaptation measures. It is also argued that the region has a great deal of potential in terms of climate change mitigation and the regio ...

Much like developing countries, indigenous peoples the world over are among the least responsible for climate change, yet they are expected to be some of those most blighted by its effects. This case study from Guyana focuses on Amerindian women in agriculture and examines the impact of natural disasters and climate change on their cassava production. The case study also illustrates how local populations have learnt to adjust to climatic changes which have been accepted as normal, natural processes.
