The Meteorological Services Singapore and the World Meteorological Organisation sponsored these workshops. The aim of these workshops and this publication is to convey content on concepts and methods of public policy and management to professionals engaged in Meteorological Services. The volume consists of four parts, namely Public Management, Results and Evidence based Public Management, Economics and Public Management, Communication. The first part deals with a Volatile Uncertain Complex and Ambiguous (VUCA) world. Apart from the assembling of results and evidence, the second part also includes the postulation of pertinent scenarios. The third part deals with economics management based on economic efficiency, behavioural insights and environmental and social capital. The final part highlights the importance of effective communication.

The material presented in this “1150 Part II” seeks to distil and summarise that knowledge and to provide examples of good practices in IBFWS, illustrating and augmenting the insights contained in the original guidelines.

The aim of this publication is to provide a specification for the shortlist of NCMPs that can be produced consistently and easily by most countries. By having clearly defined NCMPs, it should be possible for countries with fewer resources to focus their efforts on a small number of products that have wide applicability and interest.
