This book takes a unique look at the current economic and social development trends in Latin America and the Caribbean and the region’s challenges for the future, including those of climate change and 'natural' disaster mitigation. It calls on cities to integrate the management of the possible impacts of climate change as well as the obvious disaster risks into urban planning, and to prepare action plans focused on adaptation methods that include an analysis of the added dangers faced by the urban population, adequate land-use planning, effective water resource management, risk management, the application of appropriate construction codes, and the identification of financial mechanisms and methods of risk transfer in order to increase their resilience to these looming hazards.
The overall book highlights the region’s strengths and its social gains and institutional reforms. It also notes that the region still has a long way to go. Despite the present positive outlook, it states, the region faces risks that future events could still see a downturn if public policies are inadequate, if lessons of the past are not considered, and if the obstacles that stand in the way of rapidly achieving equity are not recognized.
