Guidelines for the Assessment of Competencies for Provision of Climate Services (WMO-No. 1285)

WMO Technical Regulations and Guides describe in more detail the practices, procedures and specifications that Members are expected to follow or implement in establishing their arrangements in compliance with the Technical Regulations, and in otherwise developing their meteorological and climatological services. This publication is based on the WMO Guide on Competency (WMO-No 1205) and the WMO Guidelines for Trainers in Meteorological, Hydrological and Climate Services (WMO-No. 1114) and intends to provide support for those organizations of the member states looking after the implementation of such a process. In particular, it looks at the introduction of “maritime safety information”, the establishment of METAREAs globally, the development of the International Maritime Organization (IMO) and the World Meteorological Organization (WMO) Worldwide Met-Ocean Information and Warning Service and their place in the IMO Global Maritime Distress and Safety System.
The International Maritime Conference in Brussels in 1853 resulted in initial steps for standardization in the making and recording of weather and ocean observations, and also led to the First International Meteorological Congress in Vienna in 1873. This Congress ultimately led to establishment of the International Meteorological Organization – the forerunner of WMO.
This paper acknowledges and builds on several WMO Bulletin articles (Hontarrède, 1998, No. 47(1); Shearman, 2003, No. 52(1); Savina, 2006, No. 55(2); Dexter and Parker, 2009, No. 58(2)), emphasizing significant progress in meteorological maritime safety distribution since then.Collection(s) and Series: WMO MMO Series- No. 04
