Hydrological Operational Multipurpose System (HOMS)
HOMS is the acronym for the Hydrological Operational Multipurpose System established by the World Meteorological Organization for the transfer of technology in hydrology and water resources.
This technology is usually in the form of descriptions of hydrological instruments, technical manuals or computer programs, material which has been made available for inclusion in HOMS by the Hydrological Services of member countries of WMO from the techniques which they themselves use in their normal operations. This is an important aspect of the HOMS philosophy in that it ensures that the technolo ...

Programme on Capacity-building in Hydrology and Water Resources
The main objective of the Programme on Capacity Building in Hydrology and Water Resources Management (CBH) is to facilitate the rational development and operation of NHSs, including staff education and training, increased public awareness of the importance of hydrologicalactivities, and provision of support through technical cooperation activities. CBH aim, whose implementation cross-cuts with that of BSH and HFW programmes, is to provide guidance material to assist NHSs in implementing institutional improvements, to build their capacity to assess the economic and social benefits of the servic ...

CBH aim, whose implementation cross-cuts with that of BSH and HFW programmes, is to provide guidance material to assist NHSs in implementing institutional improvements, to build their capacity to assess the economic and social benefits of the services they provide and to plan, organize and operate of their activities. The implementation of training events by the various regional WHYCOS components is also used to enhance NHSs staff skills and strengthen cooperation among countries in the field of operational hydrology.

Programme on Basic Systems in Hydrology (BSH)
The objective of the Programme on Basic Systems in Hydrology (BSH) is to assist NHSs in the development and maintenance of their activities for the provision of data and products with an emphasis on quality assurance, thereby promoting the effective use of hydrological data and information in support of sustainable socio-economic development. It covers the collection, transmission and storage of hydrologic data and their analysis. It is designed to facilitate assessment and appreciation of the socio-economic benefits of hydrological data and information, provision of water-related services and ...Permalink![]()
Technical Commission for Hydrology (TC CHy)
The Commission for Hydrology (CHy) shapes the water related activities of the WMO and addresses issues related to the basic hydrological observation network, water resources assessment, flood forecasting and management, adaptability to climate variability and change and promotes exchange of technology and capacity building. In particular the outcomes of its deliberations provide guidance to WMO Member countries and WMO Secretariat for the implementation of the Hydrology and Water Resources Programme of WMO.Permalink![]()
Associated Programme on Flood Management (APFM)
The Associated Programme on Flood Management (APFM) is a joint initiative of the World Meteorological Organization (WMO) and the Global Water Partnership (GWP). It promotes the concept of Integrated Flood Management (IFM) as a new approach to flood management. The programme is being financially supported by the governments of Japan and Switzerland.Permalink![]()
Hydrology and Water Resources Programme (HWRP)
As the world enters the 21st Century, it faces many challenges, above all that of establishing a sustainable way of life that would not threaten future generations. One of the essential elements of life on this planet is freshwater. Sustainable development therefore demands sustainable management of the world's limited resources of freshwater. Water resources cannot be managed, however, unless we know where they are, in what quantity and quality, and how variable they are likely to be in the foreseeable future.Permalink![]()
Commission for Atmospheric Sciences (CAS)
The mission of the CAS is, through the GAW and WWRP-THORPEX Programmes:
- Support research in atmospheric science
- Reduce and mitigate natural disasters
- Protect the environment
- Enhance understanding and response to environmental changePermalink![]()
Atmospheric Research and Environment Programme (AREP)
Within the United Nations , it is the responsibility of WMO to provide the authoritative voice on the state and behaviour of the atmosphere and climate of the Earth. To this end, the Atmospheric Research and Environment Programme department co-ordinates and stimulates research on the composition of the atmosphere and weather forecasting, focusing on extreme weather events and socio-economic impacts. AREP supports global research initiatives under programmatic guidance from the Commission for Atmospheric Science (CAS). It does this through two programmes: the Global Atmosphere Watch (GAW) and ...Permalink![]()
Voluntary Cooperation Programme (VCP(ES))
In 1967, WMO set up the Voluntary Cooperation Programme (VCP) to encourage support and collaboration between the National Meteorological and Hydrological Services (NMHSs) of its currently 189 Member countries. The VCP focuses on meeting the needs of Members through direct financing, and / or transfer of expertise and technology between Members.Permalink![]()
Technical Cooperation Programme (TCOP)
Technical Cooperation ensures, through collaborative efforts of Members, for their mutual benefit, the enhancement and development of the capabilities of the National Meteorological and Hydrological Services (NMHSs) so that they can contribute to and participate efficiently in the implementation of WMO Programmes, for the benefit of the global community and in support of national socio-economic development activities.Permalink![]()
Regional Programme (RP)
The overall objective of the Regional Programme (RP) is to ensure the efficient and effective functioning of the six Regional Associations of the Organization in coordinating meteorological, hydrological, climatological and related activities of their Members. The RP provides a framework for regional cooperation in the implementation of the WMO strategies, policies and programmes taking into account regional requirements, capacities and priorities.Permalink![]()
Education and Training Programme (ETRP)
The Education and Training Office manages the Education and Training Programme, which serves as an advisory body on all aspects of technical and scientific education and training in meteorology and operational hydrology.Permalink
