Unless water resources are wisely managed, shortages could become a serious obstacle to economic and social progress. The World Hydrological Cycle Observing System (WHYCOS) has been developed to contribute to WMO's goal of assisting Member countries maintain and improve their observational and information systems to help them better manage their water resources. This booklet gives a short look at this programme.
