The Fifth Long-term Plan provides the WMO vision for the future as well as a short description of the purposes and role of long-term plans; the purposes and overall objectives of WMO; the opportunities and challenges relevant to the Organization, including trends and advances likely to happen in the period 2000-2003 with a broader outlook from 2004 and beyond; the policies and strategy of WMO; and the global and regional priorities. The Plan also spells out WMO programmes and activities during the Plan's period in a manner that will enable the evaluation of the implementation.
