Written for the non-specialist, the booklet documents the importance placed by world leaders at the 1992 UN Conference on Environment and Development (Rio de Janeiro) on reliable national and global observational systems for the key components of the environment. It emphasizes the achievements of WMO programmes but also points out some shortcomings, particularly as regards measuring variations and changes in a global climate system under stress. New cooperative initiatives within the United Nations family such as the Global Climate Observing System and the World Hydrological Cycle Observing System are also outlined.
