La sécheresse est généralement considérée comme un aléa naturel qui progresse de manière lente et insidieuse et qui est dû à la variabilité naturelle du climat. Depuis quelques années, l’éventualité d’une aggravation et d’une augmentation de fréquence des épisodes de sécheresse sous l’effet du changement climatique suscite une préoc- cupation grandissante dans le monde entier. Dans la plupart des régions, les mesures prises pour remédier aux sécheresses se bornent à parer au plus pressé et sont souvent inopportunes, mal coordonnées et incomplètes. De ce fait, les répercussions économiques, sociales et environnementales des sécheresses se sont amplifiées dans le monde entier. En raison de leurs conséquences socio-économiques à long terme, les sécheresses sont, de loin, les catastrophes naturelles les plus dévastatrices. Dans le contexte actuel, il est nécessaire d’anticiper pour pouvoir faire face aux sécheresses à venir et aux impératifs connexes. Bien que l’humanité ait connu des épisodes répétés de sécheresse tout au long de son histoire et que les différents secteurs socio-économiques s’en soient fortement ressentis, aucune action concertée n’a jamais été engagée pour entamer un dialogue sur la formulation et l’adoption de politiques nationales de lutte contre la sécheresse. En l’absence de politiques nationales coordon- nées fondées sur des systèmes efficaces de surveillance et d’alerte précoce permettant d’informer en temps voulu les décideurs, des méthodes appropriées d’évaluation des incidences, des stratégies de gestion anticipées des risques, une planification préalable visant à renforcer les moyens de lutte et des programmes d’intervention d’urgence susceptibles d’atténuer les conséquences de la sécheresse, les pays continueront de réagir à ce fléau sur le mode de la gestion de crise. Soucieuse de mettre ce mécanisme préventif d’appui à la disposition des communautés touchées par la sécheresse, l’Organisation météorologique mondiale (OMM) a établi le Programme de gestion intégrée de la sécheresse.

Drought is widely recognized as a slow creeping natural hazard that occurs as a consequence of the natural climatic variability. In recent years, concern has grown world-wide that droughts may be increasing in frequency and severity given the changing climatic conditions. Responses to droughts in most parts of the world are generally reactive in terms of crisis management and are known to be untimely, poorly coordinated and disintegrated. Consequently, the economic, social and environmental impacts of droughts have increased significantly worldwide. Because of their long-term socio-economic impacts, droughts are by far the most damaging of all natural disasters. The context of current droughts calls for pro-active future actions to be able to cope with their associated imperatives. Despite the repeated occurrences of droughts throughout human history and their large impacts on different socio-economic sectors, no concerted efforts have ever been made to initiate a dialogue on the formulation and adoption of national drought policies. Without a coordinated, national drought policy that includes effective monitoring and early warning systems to deliver timely information to decision makers, effective impact assessment procedures, pro-active risk management measures, preparedness plans aimed at increasing the coping capacity, and effective emergency response programmes directed at reducing the impacts of drought, nations will continue to respond to drought in a reactive, crisis management mode. To provide this preventive support mechanism to drought-affected societies, the World Meteorological Organization (WMO) launched the Integrated Drought Management Programme (IDMP).

For an evaluation of the global model performance, modelled gas concentrations are validated with surface in-situ measurements. Station data is provided by Global Atmospheric Watch (GAW) stations in near- real-time (submission ranging from 1 day to 1 month). In order to compare modelled and observed values, modelled concentrations of CO and O3 at the stations' location are interpolated linearly from the model gridded data in the horizontal domain. In the vertical, modelled gas concentrations are extracted at the model level that matches the Global Atmospheric Watch (GAW) stations' real altitude. This is equivalent to matching the mean pressure of model level and the ground station.
